Mr. Alex Beehler
Principal Assistant Deputy Assistant Secretary of Defense (Installations & Environment) and Assistant Deputy Assistant Secretary of Defense (Environment, Safety, and Occupational Health)



Alex A. Beehler commenced as Assistant Deputy Under Secretary of Defense (Environment, Safety and Occupational Health) on January 5, 2004.

Mr. Beehler serves as the principal assistant and advisor to Deputy Under Secretary Wayne Arny for all environmental, safety, and occupational health policies and programs in DoD. Those programs include cleanup at active and closing bases, compliance with environmental laws, conservation of natural and cultural resources, pollution prevention, environmental technology, fire protection, safety and explosive safety, and pest management and disease control for Defense activities worldwide. He also advises Mr. Arny on international military agreements and programs pertaining to environmental security.

Mr. Beehler's priorities includes the implementation of DoD's environmental readiness initiative in response to challenges of encroachment, the Defense Environmental Restoration Program, unexploded ordnance management, explosive safety, and pollution prevention.

Mr. Beehler comes to the department from Koch Industries where he served as Director of Environmental and Regulatory Affairs and concurrently served at the Charles G. Koch Foundation as Vice President for Environmental Projects. Mr. Beehler maintains a strong background in federal environmental policy having served in the Department of Justice as a senior trial attorney for environmental enforcement and at the Environmental Protection Agency as a special assistant for legal and enforcement counsel.

Mr. Beehler is a member of the District of Columbia, State of Maryland and Commonwealth of Virginia bar associations. He received a bachelor’s degree from Princeton (1975) in public and international affairs and a law degree from University of Virginia (1978).


Mr. Amory Lovins,
Chairman, Rocky Mountain Institute


Amory Lovins, a MacArthur Fellow and consultant physicist, has advised the energy and other industries for 34 years as well as the U.S. Departments of Energy and Defense. His work in 50+ countries has been recognized by the “Alternative Nobel,” Onassis, Nissan, Shingo, and Mitchell Prizes, the Benjamin Franklin and Happold Medals, nine honorary doctorates, honorary membership of the American Institute of Architects, and the Heinz, Lindbergh, Jean Meyer, Time Hero for the Planet, and World Technology Awards.

He advises industries and governments worldwide, and has briefed 19 heads of state. He cofounded and leads Rocky Mountain Institute (www.rmi.org), an independent, marketoriented, entrepreneurial, nonprofit, nonpartisan think-and-do tank that creates abundance by design.

Much of its pathfinding work on advanced resource productivity and innovative business strategies is synthesized in Natural Capitalism (www.natcap.org). More than 80 Fortune 500 firms have lately used or invited RMI’s consultancy. RMI earns most of its revenue from such programmatic enterprise, including the superefficient redesign of $30 billion worth of facilities in 29 sectors, and has spun off four for-profit firms (e.g., E SOURCE, www.esource.com, and Fiberforge, www.fiberforge.com). Dr. Stanley R. Bull,
Executive Director for Strategic Partnerships, National Renewable Energy Laboratory

has more than 30 years of experience in energy and related applications, including renewable energy, energy efficiency, transportation systems, bioenergy, medical systems, and nondestructive testing. He is currently the associate director for science and technology for the National Renewable Energy Laboratory and vice president of the Midwest Research Institute.

Bull leads the National Renewable Energy Laboratory's R&D, which emphasizes renewable energy and energy efficiency technologies in support of U.S. Department of Energy programs. Bull has also held university faculty and private sector positions. He has authored 75 publications, presented 75 papers at professional meetings, and made numerous public presentations on energy-related topics.

Bull holds an M.S. and a Ph.D. from Stanford University and a B.S. from the University of Missouri-Columbia. His professional recognition and honors include a Senior Fulbright-Hays Professorship in Grenoble, France; the Faculty-Alumni Award from the University of Missouri-Columbia; and the Secretary of Energy Outstanding Program Manager Award.


Ms. Alice Soulek,
Vice President, LEED Quality Control and Assurance, U.S.Green Building Council

As the VP of Certification, Alice Soulek supervises the Certification Team as well as development of a new certification model (CERT3) and the new LEED Online system (LO3). Alice has worked in all levels of government and in the private sector as an engineer, infrastructure planner, and attorney.


Mr. James R. Thornton, CIH, CSP, REM,
Director Environment, Safety and Health Northrop Grumman Ship Systems Newport News


An employee of Northrop Grumman Newport News since 1976, Thornton began his career with the shipyard as a manager in the Environmental, Health and Safety department. In 1992 he was promoted to his current position, where his responsibilities include the company's Environmental, Industrial Hygiene and Safety programs, the Medical Department, and Workers’ Compensation.

Under Thornton's leadership, Newport News achieved “STAR” status in the Occupational Safety and Health Administration (OSHA) Voluntary Protection Program. OSHA awards the STAR only to those companies with comprehensive, successful safety and health programs that are in the forefront of employee protection and demonstrate continuous improvement.

Thornton earned a bachelor's degree in Aerospace Engineering from Auburn University in 1969 and a master's degree in Industrial Hygiene from Texas A&M University in 1973. He currently resides in Hampton, Va.

The American Industrial Hygiene Association is one of the largest international nonprofit organizations. Founded in 1939, the association carries more than 75 local sections, and 12,000 members nationwide, serving the needs of occupational and environmental health professionals practicing industrial hygiene in industry, labor, and independent businesses.
